Passport Is Not Final Proof of Indian Citizenship But a Travel Document: MEA

New Delhi: India’s Ministry of External Affairs has clarified that a passport is primarily a travel document and should not be treated as the final or definitive proof of citizenship. According to the ministry, a passport is issued by the government mainly to facilitate international travel.
The ministry stated that although passports are issued only after verification and due diligence and are generally granted to Indian citizens, the document itself is not considered conclusive legal proof of citizenship. Officials explained that passports are based on verification involving multiple government agencies and serve to establish nationality during international travel.
The clarification came as the ministry highlighted its passport services performance, stating that around 15 million services were delivered in 2025, including 13.1 million passports issued.
The statement has triggered discussion on social media, especially because there is continuing public debate over what documents are treated as evidence of citizenship in India.
