MLA DK Murali Gives Notice to Speaker Against Congress MLA Rahul Mamkoottathil

Thiruvananthapuram: DK Murali, MLA from Vamanapuram, has served a notice to the Speaker demanding action against Rahul Mamkoottathil, the MLA arrested in a sexual assault case. The notice cites his conduct as disruptive to the dignity of the House and in violation of legislative rules. Murali stated that further action will be decided by the Assembly.
Any action against Rahul, who faces multiple cases, must be recommended by the Legislative Assembly Privilege and Ethics Committee. As per rules, the police must inform the Speaker if an MLA is arrested. The Ethics Committee may be tasked with examining whether disciplinary action is warranted, and any MLA can submit a complaint for further proceedings.
The committee, chaired by CPI M representative Murali Perunelli, includes CPIM members MV Govindan, TP Ramakrishnan, KK Shailaja, and H Salam; CPI member P Balachandran; JD(S) member Mathew T Thomas; and two UDF members – Rojy M John (Congress) and UA Latheef (Muslim League). If the committee recommends and the Assembly approves Rahul’s removal, he will become the first MLA to be expelled from the Kerala Legislative Assembly.
The committee will collect evidence from the complainants and submit a report with recommendations to the House. The Chief Minister will then introduce a motion based on the report, which could recommend a warning, suspension, or expulsion. Once approved by the Assembly, the action will take effect. Even if removed, Rahul remains eligible to contest elections. The Assembly session is scheduled to begin on January 20.
