LDF Vision: From Ration Shops to Smart Markets

Thiruvananthapuram: Kerala’s public distribution system has undergone significant expansion and modernization over the past decade, emerging as a model for poverty alleviation and food security in Kerala. Despite what state authorities describe as continued neglect from the Government of India, the system has been strengthened to provide relief to ordinary citizens and help control price rises in the open market. The state-run Kerala State Civil Supplies Corporation has been upgraded to a level where it can effectively intervene in market prices through its retail network.


The distribution system has also been digitised, allowing applications for ration cards and related services to be completed online. New ration cards are now issued within 24 hours of application, and the distribution of electronic ration cards has begun. In addition, around 2,500 ration shops have been modernised and converted into smart outlets under the ‘K Store’ initiative, while Maveli Store outlets have been upgraded into superstores and supermarkets.


Over the past ten years, 137 new Supplyco outlets have been opened across the state. These include 66 Maveli stores, 26 supermarkets, 42 Maveli supermarkets, one hypermarket and one People’s Bazaar. A new concept called Supplyco Signature Mart has also been introduced to offer a more advanced shopping experience with larger product ranges and extensive parking facilities. The first phase of these outlets has already begun operations in Thalassery and Kottayam, with plans to expand the model to all districts.


As part of the modernization drive, 63 Maveli stores have been upgraded into Maveli superstores, 145 into supermarkets and 12 into People’s Bazaars. Supplyco currently operates 88 medical stores along with five regional medicine depots, offering medicines at discounts ranging from 13 to 50 percent.


In connection with the state’s extreme poverty eradication program, new ration cards have been issued to 5,132 beneficiaries, including the conversion of 3,940 cards into Antyodaya Anna Yojana (AAY) yellow cards. Since the second Left Democratic Front government assumed office, about 7.16 lakh ration cards have been moved into the priority category, with around 66,000 cards issued in March alone.


The government has also introduced mobile ration shops to supply food grains in 142 tribal villages across 10 districts. Through ration shops and Supplyco outlets, the state ensures the distribution of 13 varieties of subsidised food grains to all cardholders, providing essential commodities at reduced prices to help households manage the rising cost of living.
