CPI(M) Urges PM Modi to Revoke Foreign Contribution Amendment Bill

New Delhi: M.A. Baby, the General Secretary of the Communist Party of India (Marxist), has sent a letter to Prime Minister Narendra Modi expressing strong opposition to the Foreign Contribution (Regulation) Amendment Bill, 2026, which was introduced in the Lok Sabha on March 26, 2026.

In his letter, M.A Baby highlights several constitutional and democratic concerns, urging the government to reconsider and withdraw the bill. One of the key objections is the excessive control the bill grants over civil society, specifically through the establishment of a 'Designated Authority' that would have the power to seize and manage the assets of NGOs whose registrations are canceled or not renewed, bypassing judicial oversight and threatening the very existence of these organisations.

M.A Baby also points out that the bill undermines federalism by requiring state governments to seek central approval before investigating matters related to the Foreign Contribution (Regulation) Act (FCRA), thus eroding the autonomy of states. Furthermore, the bill grants the 'Designated Authority' excessive discretionary powers without adequate safeguards, raising concerns about the potential misuse of authority, particularly against organisations critical of government policies. M.A Baby also warns that the bill could negatively impact minority institutions by enabling government control over their funds and properties.

Additionally, the bill was introduced without sufficient consultation with stakeholders, including civil society and opposition parties. In light of these concerns, CPI(M) has demanded that the government rescind the bill, withdraw the provisions that grant the executive powers to seize assets, ensure that future regulatory frameworks respect constitutional freedoms, and hold consultations before making further amendments.
